Run QCONFIG.EXE and select MODEM. Make sure everything is set as shown
below.

Modem Parameters Dialog:
  *  Initialize at 38400 baud
  *  Wait 60 seconds for carrier
  *  Answer Phone: Software
  *  Character Delay: 0 ms
  *  Initialization String: AT&F&B1&H1&R2&A3&K3X4| (Make sure the pipe
                                                    symbol is at the end)
  *  Busy String: ATM0H1
  *  Busy Response: OK
