COM port inaccessible after use by PPP

Description

Com port inaccessible after use for PPP connection, even though connection has been closed.

Solution

Fixed PPPCloseInterface() to clear the serial drivers TX ring buffer flush the serial port

TX FIFO and close the serial port. Updated ApiReference for PPPLinkInterfaceToDevice() and PPPCloseInterface().
