The way to tell if you have the usb supplement loaded under Windows 95 is to look in the Software applet in control panel. If it's installed, you will see "USB Supplement to OSR2" or something similar.
If it's not installed, as mentioned above, you can install it by looking in the otherusb directory on newer 95 CDROMs. If you have an old enough 95 CDROM that it's not present, you will have to go to the place where you bought your PC to get access. The last time we checked, Microsoft refused to distribute this file directly because they wanted the resellers to support it.
